SCOPING REPORT FOR THE LOCAL DEVELOPMENT FRAMEWORK FOR THE SUSTAINABILITY APPRAISAL INCORPORATING SEA OF THE Wokingham Borough Managing Development Delivery Development Plan Document

as the worst title for a document you have ever seen?  It only adds insult to injury that underneath the title it says NON TECHNICAL SUMMARY!

It is just one of a ton of documents on the CD I have been sent in order that I might take part in Wokingham Borough Council’s consultation on the Managing Development Delivery document (see previous posts). 

Don’t get me wrong.  I am grateful for the CD – because trying to track everything down online is not easy, and at least on a CD you know where to look. Although what the difference is between  Further Public Participation Stage Consultation (Reg 25) August 2011  and Draft Initial Sustainability Appraisal under Section 19(5) of the Planning and Compulsory Purchase Act 2004 (as amended); and** Draft Initial Strategic Environmental Assessment under Regulation 13 of The Environmental Assessment of Plans and Programmes Regulations 2004 August 2011

your guess is as good as mine!

But seriously folks, this is supposed to be a consultation on what policies the Council is going to use to decide what can and can’t be built in the Borough up until 2026.  And despite everyone’s best endeavours, whilst it may make sense to the planning consultants among us, for the rest of us it is an impenetrable jungle.  

The policies themselves are not too hard to understand, it’s the background information on the housing sites that is the most dfficult.  Not only written in tech speak but also enormously long.  And unless you know something about planning it is hard to work out which bits matter and which bits don’t.

I’m struggling, and I have 12 years’ experience as a borough councillor who is interested in planning.  Goodness knows how residents are supposed to make sense of it all!
